Tennessee Governor Bill Lee said 15 percent of the state's workforce is unemployed  and the impact of COVID-19 is projecting a $5 billion loss for 2020.
Lee made the announcement, as he announced the "Tennessee Pledge," guidelines, not mandates, but in place for businesses in 89 counties as they begin to reopen. Both restaurants and retailers are being allowed to open today at a 50% capacity.
Lee said more than 413,000 Tennesseans are without a job as the virus caused mass layoffs across the state.
Since the coronavirus outbreak began in Tennessee, new business licenses are down 53 percent.
Right now, Lee said there is no timetable for when salons, barbershops, tattoo parlors or tourist attractions will reopen.
